This cute jacket was made by Western Styles. The base fabric is a heavier, slightly stretchy broad cloth done in white and sky blue with black trim.  It has a full front zipper and french cuffs and is loaded with blue rhinestones all over the body, cuffs and collar!  This is a great jacket - and would look great with black chaps.
